Springfield bucks Undesirable Land Use (SbULU)

We are a non-profit civic organization whose purpose is to
educate the public and, if necessary, assemble resources to defend the Township of Springfield from, unsustainable and/or locally unacceptable land use practices or proposals.

Our Mission

To promote the sustainable and realistic utilization of our land resources in the Township of Springfield.

To educate the public about specific threats or proposals to alter or inappropriately interpret the land use regulations of Springfield Township

bullet

To raise funds for activities specific to the fulfillment of the Organization's purpose including education, advertisement and legal defense.

bullet

To work with other local and regional organizations with similar or compatible missions currently working in the township or neighboring townships, or on issues of interest to the organization.

Board of Directors

W. Scott Douglas (Chair) has lived in the Cook’s Creek Watershed since 1990 and is currently a resident of Springtown. He is a professional environmental toxicologist, with over 20 years of experience working in the areas of surface water hydrology, freshwater stream ecology, and sediment toxicology. Scott is serving the community as Chairman of the Springfield Environmental Advisory Council, a member of the Springfield Planning Commission, a member of the Durham Township Environmental Advisory Council and is president of the Cook’s Creek Watershed Association. Scott was a co-coordinating force behind the development of the Watershed Protection Plan and currently conducts the CCWA’s children’s education program and directs its water-quality monitoring program.

Aimee Douglas has always believed strongly in the importance of community service and in the need to be active in the protection and stewardship of our natural resources. Aimee currently serves as Treasurer of the Springtown Water Authority, having been active in the inception and organization of that entity. She is self-employed as a tax accountant and small business advisor, and is the mother of Sarah, age 12, and James, age 15, who are students in the Palisades School District. Aimee graduated from Trinity College with a BS in Accounting and has resided in Springtown
with her husband Scott since 1998. 

Karl Schwartz (Vice Chair) and his wife have been residents of Springfield Township since 2004. He is co-founder of Patients Against Lymphoma, a non-profit patient education and advocacy organization which provides information on lymphoma and its treatments and operates without health industry funding. Karl employs his skills in graphic design, database programming and desktop publishing to provide content and maintenance for the organization’s website. He also serves as a patient consultant to the
Food and Drug Administration and as a member of the Oncology Drug Advisory Committee, and has participated in and contributed to many research- and patient-focused organizations and symposia.

Dennis J. Steskal is a 40-year resident of Springfield Township and a long-time advocate for the environment and open space. He is a Registered Professional Engineer, specializing in Power and Control Systems. He hopes to continue to enjoy our quiet rural setting, and is offering his experience to SbULU as an advisor. 

Joseph and Judy Franlin, moved to Springfield from McLean, Virginia over 5 years ago. They wanted to be closer to their children and grandchildren, as well as to realize a long-time dream of living in bucolic and historic Bucks County. 

Joe Franlin has worked for 40 years in the telecommunications industry, serving in a variety of senior management positions with profit and loss responsibility. Joe has a BS degree in Industrial Engineering and an MS degree in Industrial Management, both from Polytechnic Institute in New York. Most recently, he co-founded a New York Stock Exchange listed company, to which he is now a Senior Advisor.

Judy Franlin received her BA degree in Political Science from Elmira College, but spent most of her working life as a specialist in financial functions. She earned her Master of Accountancy degree from The George Washington University in 2002, and is serving SbULU as its Secretary. Judy and Joe are both active as supporters of and advisors to the National Foundation for
Cancer Research. 

Joy Scott knew as soon as she and her husband saw Cook’s Creek that Springfield Township was where they would live and raise their children. Since graduating with a BFA from Rochester Institute of Technology, Joy has been working as a graphic designer. Her freelance work affords her flexibility to be an active participant in her children’s lives and schooling. She is a volunteer at Springfield Elementary, as well as Vice President of the PTA; her service extends to the Palisades District as a
whole, where she is a member of the Strategic Plan, Act 48 and Inclusion Committees. She has been instrumental in forming the Palisades Parent Support Network, providing support, information and networking for parents of special needs children. Joy’s concern for the beauty and integrity of the land and its creatures has motivated her involvement with SbULU.

Hans Reimann, has been a Springfield Township resident for 22 years and is a long-time advocate for our native flora and fauna. He is a naturalist and teacher at the Audubon Honeyhollow Center and a Habitat Steward for the National Wildlife Federation. He is happy to live with his wife, 2 stepsons and stepdaughter on the “last frontier of Bucks County.” To help preserve our quality of life, Hans is serving as Vice President of the Cook’s Creek Watershed Association and as Vice Chair of the Springfield Township Open Space and Environmental Advisory Committees.

Todd Hemmert moved his family to Springfield Township 3 years ago, to find a haven from suburban sprawl. Todd’s family is one of the families who will be directly impacted by the proposed PPL route, and he’s agreed to keep us informed with what is going on “on the ground” in the affected areas. Since PPL is not forthwith in providing information in advance, but usually after the fact, Todd will be our local intelligence
service. He’s also in touch with the affected neighbors, and will act as our local activist. One of the unstated goals of SbULU is to help keep families like the Hemmerts in Springfield Township by maintaining the environment that attracted them to the Township in the first place.
